Yet despite unprecedented momentum, many projects continue to experience delays, schedule uncertainty, and increasing delivery pressure. The explanation is often sought in familiar areas such as supply chains, labor availability, financing conditions, or technology readiness.
Increasingly, however, many of the most consequential risks emerge elsewhere. They arise in the interfaces between infrastructure readiness, regulatory pathways, and commercial alignment.
In other words, many projects are not being delayed by what they are trying to build. They are being delayed by the conditions required to make delivery possible.

The implications extend far beyond utilities and system operators.
Projects may secure financing, complete engineering studies, negotiate procurement strategies, and advance stakeholder approvals, only to discover that grid access becomes the governing constraint for project delivery.
Transmission and distribution expansion often require significantly longer lead times than project development schedules. OECD and IEA analyses indicate that major grid infrastructure can take 5 to 15 years to plan, permit, and construct, with some transmission projects extending beyond that timeframe.
The result is a growing disconnect between project readiness and infrastructure readiness. Many project schedules still treat grid access as a downstream milestone.
Increasingly, it should be treated as a front-end strategic risk.
Organizations that identify connection constraints early are often in a stronger position than those that attempt to accelerate them later.
Permitting is often discussed as an administrative process

The IEA’s Renewables 2025 analysis highlights permitting, grid integration, financing pressures, and regulatory complexity as some of the most significant constraints to renewable deployment worldwide.

Large projects bring together developers, investors, contractors, suppliers, regulators, lenders, and technology providers, each with different priorities, timelines, and risk tolerances. When those interests remain aligned, projects move efficiently. When they do not, delays often emerge in less visible ways.
Procurement decisions can become disconnected from execution realities. Contract structures may create friction rather than collaboration. Commercial milestones can drift away from technical readiness, while financing assumptions evolve faster than project conditions.
Unlike engineering challenges, these issues rarely appear on project dashboards. Yet they frequently contribute to schedule drift, governance challenges, claims exposure, and investment uncertainty.
Many of the most consequential project delays are not the result of technical failure. They are the result of misaligned decision-making across the organizations responsible for delivery.
